Chavez to pass laws by decree
Tuesday 14th December, 2010 - Venezuelan president, Hugo Chavez, has said he will rule unilaterally over some issues.

The president has announced his plans to pass laws by decree for the next six to 18 months. Chavez has said some national issues, such as crises caused by the weather, have caused him to make the announcement so as to deal effectively with problems.

He has said he needs fast-track powers to cope with disasters that have left over 100,000 people homeless, devastated crops and damaged roads. Monday's presidential announcement is likely to bring criticism by opposition parties, who have said the decree is the president's way of eliminating any chance for the opposition to influence national policies over the next months.

Before Chavez can rule by decree, Venezuela's outgoing National Assembly, which is ruled by his own party, will have to pass a law enabling him to hold the special powers. It is is expected to be passed this week.
