MS-13 gang is branching into underage prostitution, authorities say
November 13,`11 - The 12-year-old runaway was desperate — she was out of money and had no place to stay. So she turned to the one man her friends said could help: a top MS-13 gang member.

The day after they met at a party, the man drove the girl home, let her take a shower and gave her some fresh clothes. Then he told her, “We’re going to work.” At first, the girl didn’t understand what the man meant. But everything became horribly clear after they pulled into a pharmacy parking lot and she watched another gang member return to the car with a box of condoms. The next stop was her first customer. For three months, the girl was prostituted almost daily in dingy apartments, motels and even at an auto repair shop. The men paid $40 for 15 minutes of sex.

Disturbing in itself, the case also illustrates what authorities say is an emerging and troubling trend — the girl was not alone. The 12-year-old was one of dozens of prostitutes, many juveniles, being sold for sex in the Washington area by members of Mara Salvatrucha, also known as MS-13, the region’s largest and most dangerous street gang. In recent months, authorities have arrested four alleged MS-13 members or associates in Northern Virginia on federal prostitution-related charges involving juvenile victims. Three have been convicted. Last month, a federal judge sentenced the man who prostituted the 12-year-old to life in prison, calling it “the most difficult case I have ever listened to.”


The Mara Salvatrucha gang, the transnational gang known more colloquially as MS-13, is involved in criminal activities in most parts of Latin America, as well as the United States. The gang originated in Los Angeles and spread from there, and now has a large presence in Fairfax and Prince George’s counties.

In recent years, authorities say, MS-13 in the D.C. area has largely stepped back from the violent attacks that helped cement its national reputation as a street gang whose motto, “rape, control, kill,” instilled fear in many communities. Although the gang continues to engage in illegal activity ranging from extortion to drug dealing, the recent arrests signal that it is working to expand its criminal enterprises. “We have seen movement to the business side of the gang, with sex-trafficking appearing to be a source of income for them that it wasn’t a couple a years ago,” said Neil MacBride, U.S. attorney for the Eastern District of Virginia, who called the trend “vile and disgusting.”

Mara Salvatrucha, which has 1,500 to 3,000 local members, took root in Los Angeles in the mid-1980s with men from El Salvador who had fled the violent civil war in their country. The gang came to prominence in the Washington region after a series of brutal attacks in the last decade. MS-13 members fatally stabbed a pregnant teenager after learning she was a federal witness and used a machete to sever four fingers from a 16-year-old boy’s hand. The gang has been linked to shootings and baseball bat beatings.

In today's Britain, which prides itself on being a tolerant and integrated society, the case has stripped away the skin to expose the racial sores festering beneath. It is also feeding an already raw anger against the country's Asian Muslim minority, in a movement led by far right groups at a time when the economy is stalled. "You can't get away from the race element," says prosecutor Nazir Afzal, a British Muslim with family roots in Pakistan who ended several years of official indifference to the girls' plight and finally brought the perpetrators to trial. "It's the elephant in the room."

From a distance, Rochdale looks like a picture-perfect English city, with the 800-year-old Parish Church of St. Chad perched high above the streets, and the Victorian Gothic Town Hall just below, its clock tower resembling the one that houses London's Big Ben. Up close the flaws become clear. Like missing teeth in an otherwise sparkling smile, a fair number of downtown shops are boarded up, or have been turned into pawn shops or dueling "pound shops" where almost all items cost 1 pound ($1.60) or less. The Pakistani community started to grow half a century ago, when the town's cottons mills were flourishing. The newcomers, most of them from poor rural villages, were drawn by the promise of steady jobs and a chance to educate their children in English schools.

A number of mosques became part of the skyline, particularly the showcase Golden Mosque, winner of several design awards. Today, Muslim men wearing beards and decorated caps and women in black robes and veils are a constant presence on the downtown streets. Nearly 1 million Pakistanis live in England - far more than in any other European country - with about 25,000 settled in the greater Manchester area that includes Rochdale. The government's equality commission reports that more than half of the Pakistanis in Britain live in poverty, far more than the general population, with just under 75 percent having no formal savings. They face hard times now. The closed shops are signs of a double-dip recession that has hit northern England harder than the more affluent south, which includes London, with its financial district and well-to-do suburbs.

US Imposes Penalties on MS-13 Gang
October 11, 2012: The U.S. government has stepped up its crackdown on Mara Salvatrucha, a violent gang with roots in El Salvador that has been increasing its presence in the United States.

The Treasury Department announced Thursday it had branded the group as a transnational criminal organization, a designation that allows the government to block any assets the gang has in the United States and prohibit U.S. citizens from conducting business with the group. Treasury officials say the gang, known as MS-13, has about 30,000 members, including 8,000 in the United States.

In addition to El Salvador, the group has a significant presence in Guatemala, Honduras and Mexico.In a statement, Treasury Under Secretary David Cohen said MS-13 has been linked to murders, racketeering, drug and human trafficking in the U.S., and that its violent attacks on rival gang members often injure innocent bystanders.

Marymount University criminal justice professor Cynthia O'Donnell has published research on MS-13. She tells VOA the group is intentionally violent. "One of the reasons that they are violent has to do with what they are trying to accomplish, and that is simply the reputation for that," said O'Donnell. "They want to be known as the biggest, the baddest, the meanest. And so they, of course, commit the acts that endorse that."

The Treasury Department says MS-13 now operates in more than 40 U.S. states and the District of Columbia. O'Donnell says one reason the group has been able to get such a strong foothold in the U.S. is that it is so mobile. "When the heat turns up in one area, so to speak, they move to another area," O'Donnell said. The U.S. has taken similar action against other violent groups, including the Yakuza, a Japanese organized crime group, and the Mexico-based Zetas drug cartel.
